If the pack states a figure, the opening can name it. A figure is supposed to come from the file. Posh does not add a target, a forecast, or a comparison that is not in the file.

The miss

If the pack says something fell short, that is the next section. If it does not, the report should not add a miss that is not in the file.

The decision

A decision appears only when the file already names one. The report does not tell the board what to do.
